
Mr Soumya Garnaik
India Country Head, Global Green Growth Institute (GGGI)
Mr Garnaik is currently serving as India Country Head at the Global Green Growth Institute (GGGI), where he leads the organisation’s green growth activities at both national and sub-national levels in India.
Over his 29-year professional career, Mr Garnaik has served in government, bilateral and international organisations in various capacities within the fields of energy policy, energy management and resource conservation. From 2016 to 2022, as Executive Director at Energy Efficiency Services Ltd (EESL), Ministry of Power, Government of India, he led several portfolios managing energy efficiency projects worth USD 750 million, among other responsibilities. As Director at the Bureau of Energy Efficiency (BEE), Ministry of Power (2010–2013), he managed flagship programmes such as Perform, Achieve and Trade (PAT) and the Standards and Labelling (S&L) programme of India.
Earlier in his career, as Deputy Director at the National Productivity Council (NPC), Joint Director at the Federation of Indian Chambers of Commerce & Industry (FICCI) and Principal Specialist at ICF International, he guided, supervised and conducted more than 100 major consulting assignments in India and abroad in the techno-policy areas of energy efficiency, resource conservation and management. As a lead trainer, he has conducted over 200 technical training sessions for corporates, government agencies and academic institutions. He successfully led the South Asia operations for EESL, generating ESCO markets in Thailand and Vietnam. On behalf of EESL, he served as Programme Director for two GEF-funded projects (GEF-5 and GEF-6) in India, with a total technical assistance value of USD 21 million (2017–2022).
Mr Garnaik was engaged by Chiang Mai University, Thailand, as a Policy Expert to design the country’s “Energy Performance Certificate (EPC)” scheme. He has also served as Chair, Co-chair or Member of various national and international committees in the field of energy efficiency, representing India in the ISO Technical Committee (TC) 257 in Paris and acting as the Government of India’s focal point in the Clean Energy Ministerial (CEM).
He holds a Bachelor’s degree (Honours) in Electrical Engineering from Utkal University, India, and a Postgraduate qualification in Plant Engineering from the National Productivity Council of India. He is a Certified Energy Auditor (BEE, Government of India), a Certified International Performance Measurement and Verification Protocol (IPMVP) Professional, and a Certified Lead Auditor in ISO 18001.
Mr Garnaik has presented and published more than 50 technical papers in national and international seminars, workshops, journals and online platforms. He has also completed advanced training programmes in energy efficiency in Japan and the United States.
