
Dr. Dilip Kumar Khare

Dr Dilip Kumar Khare is a senior bioenergy and sustainability expert with over three decades of experience spanning renewable energy policy, biomass utilisation, waste-to-energy and the circular economy. He previously served as an Advisor at the Ministry of New and Renewable Energy (MNRE), Government of India, contributing to national policies and programmes for biomass and bioenergy solutions, and as India’s focal point for the International Renewable Energy Agency (IRENA).
Dr Khare is currently Technical Advisor and Founding Director – WBA India at the World Biogas Association, where he supports the development of India’s biogas and biomethane ecosystem through policy advisory, stakeholder engagement, international collaboration and the adoption of global best practices, including ADCS and GBRF.
Previously, he served as Senior Advisor – Biomass & Bioenergy at the Global Green Growth Institute (GGGI) India, focusing on BioCNG/CBG, waste-to-energy, biomass valorisation and emerging green fuel pathways. His work brings together government, industry and international stakeholders to advance scalable, sustainable and climate-aligned bioenergy solutions.
