Welcome to this edition of the WBA Newsletter.

Multilateralism, collaboration, and partnership will be central to the upcoming COP30 in Belém. Under Brazil’s presidency, there is a call to establish a new global framework to promote the Climate Mutirão initiative – an effort to build an international chain of mobilisation that extends beyond governments to include civil society and industry. The aim is clear: to transform climate commitments into tangible action and, in the words of COP30 President Designate, create the world’s largest marketplace for transformational climate solutions, where businesses – along with other stakeholders – can shape the future global economy. 

WBA will attend the first week of COP30, presenting biogas as a climate solution aligned with many of the 30 key objectives of COP30. We have participated in three COP30 Action Groups, where our model Global Biogas Regulatory Framework (GBRF) will be a central focus. In August, I was honoured to present our #MakingBiogasHappen programme to governments, intergovernmental organisations, and industry leaders at the Clean Energy Ministerial (CEM) in Busan, South Korea. The programme, including GBRF, is now under consideration as a new workstream for the CEM. As part of the Biofuture Council, we also engaged in high-level discussions on increasing demand for sustainable fuels and harmonising carbon accounting rules across clean energy sectors. 

A key milestone ahead of COP30 will be New York Climate Week (NYCW), where we will present High-Level Recommendations on how low-carbon gases are treated in corporate greenhouse gas reporting, which we are launching this week. As coordinators of the Let Green Gas Count Coalition, WBA is promoting these recommendations as interim guidance for reporting biomethane certificates for Scope 1 emissions until the GHG Protocol issues its own standard. The recommendations will be presented at the “Clean Fuels Accounting” workshop on 24 September during NYCW. Our year will not conclude with COP30. WBA will host the third World Biogas Association INDIA Congress on 3-4 December in New Delhi. Over the past year, India has seen remarkable progress in the biogas sector. Alongside national initiatives like the SATAT scheme, CBD-CGD scheme, and the CBG blending mandate, several state and municipal governments have introduced targeted policies for biogas and waste-to-energy, including fiscal incentives and land access support. These measures have created fertile ground for expanding biogas production and established a framework that makes India one of the most dynamic markets for biogas worldwide.
