
For several years, the World Biogas Association (WBA) has been actively engaging with the World Resources Institute (WRI), the body that administers the Greenhouse Gas (GHG) Protocol, to advocate for the acceptance of market-based mechanisms for biomethane. This work has been crucial in raising awareness of the role renewable gases can play in decarbonisation efforts worldwide.

Why This Matters
The GHG Protocol is the world’s leading standard for measuring and managing greenhouse gas emissions. Its rules directly influence how companies report their climate impact. However, current standards don’t fully recognise the potential of Environmental Attributes Certificates for renewable fuels like biomethane. This gap limits the ability of businesses to account for their use of renewable gases in their emissions inventories, slowing down progress toward global climate goals.
A Joint Letter for Change
To address this, WBA is coordinating a Joint Letter alongside the European Biogas Association (EBA), Eurogas, the RNG Coalition, and the Anaerobic Digestion and Bioresources Association (ADBA). This letter calls on the GHG Protocol to:
- Adopt a Market-Based Approach
Recognise renewable gases in Scope 1 inventories for both fuel and feedstock applications. This would align with the Protocol’s dual-reporting structure, which includes both location-based and market-based approaches. - Issue an Interim Statement by Mid-2025
Provide clarity for stakeholders by confirming that robust market instruments will be recognised in GHG inventories, even as final standards are being developed. This will offer much-needed confidence to companies making decarbonisation investments.
