A fundamental element of the WBA’s #MakingBiogasHappen programme, the Global Biogas Regulatory Framework will provide the suite of policies, regulations and standards needed in every country to develop successful projects and speed up the permitting process.

By laying out the regulations and policies that are needed to implement, standardise, monitor and control a high-performing biogas industry, the Global Biogas Regulatory Framework aims to deliver a standardised template based on best practice examples from across the globe, which can readily be adapted for specific country deployment and made available for regulators to download on demand.

Work on the Biogas Framework kicked off in January 2024 with funding and support from the Global Methane Hub, TotalEnergies and GHD Engineering.

Project phase 1: A global framework

This phase entails the development of a global framework featuring all the policies and regulations that are needed to support, implement, standardise and monitor a high-performing biogas industry at the national level, including:

  • best practice examples from around the world made available for policymakers and regulators
  • developing revolutionary means to obtain permitting in weeks (GHD Engineering is leading on this).

Project phase 2: Rollout

This second phase will focus on the framework adaptation and rollout on a country-by-country basis. It will be developed in the context of a country-specific biogas roadmap.

Timelines

Phase 1 is due to be completed in December 2024.

  • Consultations and Target Operating Model – October 2024
  • Legal Review and Delivery – December 2024
  • Phase 2 – 2025
